Trevor Hall Joins Risk Management Services as Public Safety Loss Control Consultant

Work Experience: Hall has over 20 years of experience in public safety working as an EMT, 911 dispatcher, firefighter and public safety officer. Most recently, he held the position of patrol lieutenant at the Cayce Police department. Prior to that position, he worked as a public safety officer for the Orangeburg Department of Public Safety and a firefighter for Lexington County fire service.
Hometown: Hall grew up in a small town outside of Erie, Pennsylvania.
Education: He has an associate’s degree in fire science from Columbia Southern University, a bachelor’s degree in fire administration and master’s degree in public administration with a concentration of criminal justice administration.
Hobbies: He enjoys camping, fishing, hunting and spending time with his family. He is also an active member of his local volunteer fire department.
Kayde Niemira Promoted to Loss Control Consultant

Kayde Niemira has been promoted to loss control consultant. He previously held the position of loss control coordinator with the Risk Management Services Loss Control department.
“Kayde has been eager to learn about all areas of a municipality,” Bethany Pendley, loss control manager, said. “Since joining the loss control team, he has developed a strong knowledge base and has demonstrated the required skills to help members improve safety and risk management programs. He will continue to be a great resource for SCMIT and SCMIRF members.”
Kayde obtained a bachelor’s degree in economics from the University of South Carolina.
Spotlight on Risk Management Services’ Board Members
SCMIRF Board Member Chief Charles Cribb

Elected in 2024, Chief Charles Cribb recently joined the SC Municipal Insurance and Risk Financing Fund board. He has been the fire chief for the City of Georgetown since 2016. He has also served as the risk manager since 2023 and the emergency manager since 2016. He has over 30 year of fire service experience and was promoted through the ranks of every division over the last 28 years while in Georgetown.
Cribb is a National Registered Emergency Medical Technician and holds numerous fire service, Occupational Safety and Health Administration, chief officer and incident command system certifications.
He is currently a member of the Horry/Georgetown Chiefs Association and chair of the City of Georgetown safety committee.
In his spare time, he enjoys beach vacations and traveling.
SCMIT Board Member Pamela Otto

Elected in 2024, Pamela Otto has served on the SC Municipal Insurance Trust board for one year. She has been the human resources manager for the Town of Sullivan’s Island since 2020. Prior to her human resources role, she worked as clerk of court.
Otto earned a Bachelor of Arts in anthropology and biology from the College of Charleston.
She is currently a member of the Society for Human Resource Management, SC Municipal Human Resources Association and SC State Firefighters’ Association. She also serves as support staff for the volunteer fire department.
In her spare time, she enjoys reading, spending time with her family and hiking in the national forest.
