City Engineer, City of Goose Creek
Plans, directs, and coordinates the engineering plan review of all new development within the City to ensure construction meets with local, state and federal regulations. Provides engineering design, scheduling, and management of all Public Works projects; may be assigned to special projects and other responsibilities as required, including reviews and consulting for additional City departments. Enforces contracts and negotiates dispute resolution. Evaluates and identifies present and future community needs, establishes daily priorities and formulates long and short-range goals.
Inspects water, storm drainage and building structures. Prepares written and verbal responses to public inquiries, requests for assistance and to resolve complaints. Reviews preliminary budget submittals to ensure compliance with guidelines and departmental objectives. Attends City Council Meetings or workshops when needed. Maintains awareness of federal and state regulations as they apply to various areas within the Public Works Department; assists in implementing new policies and procedures as needed. Acts as liaison between the department and other governmental and private agencies.
Analyzes technical information and prepares reports, presentations and recommendations as directed. Assists with the supervision of personnel to include instructing, assigning, reviewing and planning the work of others, maintaining standards and coordinating activities, allocating personnel and acting on employee problems. Performs other duties as assigned.
Bachelor's Degree in Civil Engineering or related field or an additional four years of related work experience. Professional Engineer preferred. Three years experience in engineering, construction or other public works related field, to include supervisory experience. Ability to obtain SC Class "A" Water Distribution Systems Operator License within 5 year(s) of date of hire. Valid South Carolina Driver’s License.
Knowledge of Public Works engineering. Knowledge of construction estimating, surveying, and engineering principles and practice. Ability to formulate short and long-term organizational plans. Ability to prepare and manage complex organizational budgets. Knowledge of infrastructure maintenance and associated recordkeeping. Ability to use engineering calculators, computers, plotters, survey and drafting equipment.
