Job Duties

Assists with implementation of the Town’s National Pollutant Discharge Elimination System (NPDES) permit and Municipal Separate Storm Sewer System (MS4) program via inspections pertaining to illicit discharge detection and elimination, construction site runoff control, post-construction runoff control, and pollution prevention/good housekeeping.

Manages the construction site inspections program; inspects and re-inspects commercial, residential, and development construction projects within the Town of Bluffton to ensure compliance with Town, state, and federal erosion and sediment control regulations; and creates/sends correspondences to property owners and contractors for remediation.

Manages of the post-construction BMP site program; inspects and re-inspects commercial and residential projects within the Town of Bluffton to ensure compliance with Town, State, and Federal post-construction BMP regulations; and creates/sends correspondences to HOAs, POAs, property management companies and contractors for remediation.

Qualifications

Education and Experience: Bachelor’s degree in engineering or a related field; and four years of related work experience; or equivalent combination of education and experience. Licenses or Certifications: Valid South Carolina driver’s license. Must have (or obtain within one year of hire) certification as a South Carolina Certified Erosion Prevention and Sediment Control Inspector (CEPSCI); must have (or obtain within one year of hire) certification as a South Carolina Certified Stormwater Plan Reviewer (CSPR).

Certifications and training desired: FEMA Emergency Management Institute Training IS-00100 and IS-00700; NSC Defensive Driving Course; South Carolina Certified Post-Construction BMP Inspector; and sUAS Drone pilot License. Special Requirements: None. Knowledge, Skills and Abilities: Knowledge of applicable federal, state, and local codes related to required work. Knowledge of the various guidelines, policies, ordinances, and regulations pertaining to Better Site Design and land development/management.

Knowledge of standard erosion protection practices and standard sedimentation control practices. Knowledge of Post-Construction BMP practices, methods, operations, and materials regarding stormwater systems. Knowledge of construction industry practices, methods, operations, and materials regarding stormwater systems. Knowledge of the Department’s policies and procedures. Knowledge of investigation techniques and methods of inspection. Knowledge of methods and techniques of the construction trade(s) applicable to specialized area of assignment.
