A municipality may raise the millage rate by the consumer price index plus the increase in population. If you have a negative increase, count it as zero. 

The South Carolina Revenue and Fiscal Affairs Office released the FY 2025 Municipal Millage Caps calculation on May 21, 2024. This calculation is the growth in the CPI plus the growth in the population. The CPI for the FY 2025 Municipal Millage Cap calculation for all cities and towns is 4.12 percent.
