Payroll Administrator, Town of Fort Mill
Ensures timely processing of all staff payroll in accordance with labor regulations and standard accounting principles. Works with Information Technology to ensure security protocols are in place for all pay systems. Maintains updated procedure manual for payroll processing and assists in training of other staff on the payroll system. Maintains the payroll system and all computer programming tools (ExecuTime/Time and Attendance and Tyler Technology systems) in a super-user role, to troubleshoot general user questions or basic technical issues.
Keeps abreast of current payroll tax requirements and relevant laws associated with the processing of employee wage data, including payroll taxes, employee federal and state income and social security taxes, and other required reporting (retirement, deferred benefits, insurance, FBMC, ACA, etc.). Advises management on pay practices related to FLSA and APA, fringe benefit reporting, and W-4 recording. Processes year-end reports and reconciles W-2 and ACA information for accuracy. Documents any discrepancies in payroll processing to maintain a clear record of reconciliation and adjustments.
Processes wage garnishments, pay levies, and other involuntary court-ordered payments in a timely manner, and assisting employees with general payroll questions concerning leave accruals, wage deductions, fringe benefits and other related pay issues. Works with the Finance Director when calculating across the board increases. Processes claims for all required payroll liabilities for each pay period. Reconciles all payroll liability accounts to the general fund ledger. Prepares journal entries as needed.
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. or any equivalent combination of education and experience which provides required knowledge, skills, and abilities.
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
