Job Duties

Coordinates with 3rd party vendor the processing of payroll for employees bi-weekly; compiles and submits quarterly reporting for retirement, federal taxes, state taxes, and unemployment; year-end processing of W-2’s and ACA forms for employees and ensures timely filing with all government entities. Ensures state and federal payroll taxes are paid for each payroll. Processes all employee changes in reference to payroll deductions such as Deferred Compensation, tax withholdings and insurance modifications and communicates payroll status changes with 3rd party vendor.

Writes job postings, job descriptions and advertises available positions; processes applications to include screening, interviews, background checks, maintaining files and tracking. Responsible for employee onboarding to include new hire forms, personnel manual, employment files, policies, procedures, benefit management; processes the termination of employees to include notices and exit interviews. Provides information to and assists directors / supervisors in resolving issues and problems in accordance with Town policies, procedures and all pertinent laws and regulations.

Advocates for employees and communicates concerns with upper management. Implements safety and wellness programs and participates in Wellness and Safety Committees. Ensures that acquired assets are inspected, maintained and insured and that retired assets are removed from insurance policies; follows and monitors claims and analyses cause and affect. Completes MASC risk assessment annually and ensures compliance with programs to reduce workplace accidents and ensure employee safety. Other duties may be required or assigned at the discretion of the town, including EOC.

Qualifications

A Bachelor’s Degree in related field. A minimum of five years experience in human resources and risk management, preferably in municipal government. Must possess and maintain a valid South Carolina driver’s license Must possess and maintain a Human Resource certification (SHRM, PHR, HRCI).

Excellent written and oral communication skills. Ability to read and interpret correspondence, ordinances, resolutions, proclamation, and other documents such as financial reports. Ability to work effectively with the public, employees, other agencies and departments. Must have ability to exercise independent judgement within the limits of the position and perform a variety of tasks simultaneously or in rapid succession. Computer skills to include Microsoft Office Suite, department related software, internet and email.
