Biography
Desirée Fragoso joined the Association in 2025.
She previously served as the assistant city administrator and then city
administrator at the City of Isle of Palms. She also worked at the
Joseph P. Riley Center for Livable Communities at the College of Charleston and
the City of San Juan Federal Affairs Office. Desirée
received her Master of Public Administration from the College of Charleston and
her Bachelor of Arts in Psychology and Political Science from the University of
Puerto Rico. She is bilingual in Spanish and English.
