The council form is considered "government by committee" because council collectively exercises both legislative and administrative functions. State law provides that a council may, but is not required to, hire an administrator and delegate all or some of its administrative authority. Since the level of delegated authority desired by councils varies by municipality, a municipal ordinance is recommended to establish an administrator position and define the administrator's duties and responsibilities.
